Exterior Elevated Elements (EEEs) such as decks, balconies, and walkways require special attention due to their structural and safety importance. Unlike ground-level structures, EEEs are exposed to unique environmental factors and are required to meet strict safety and compliance standards. During an inspection, we pay close attention to elements such as moisture intrusion, wood decay, sloping for water drainage, secure attachments, and railings. EEEs that are more than six feet above the ground and supported primarily by wood undergo visual assessments and, when necessary, boroscope inspections for internal structural analysis.

If the underside of a deck is covered by stucco, we may need to drill small holes (about ½ inch) to access and inspect the structural components safely. Once the inspection is complete, these openings will be sealed with a paintable caulk.

California requires inspections of EEEs for multifamily buildings every six years, with the first inspections due by January 1, 2026. Regular inspections ensure the safety, stability, and longevity of structural elements, helping owners avoid costly repairs and liabilities.

California Senate Bill 721 (SB 721) mandates EEE inspections for buildings with three or more dwelling units. At least 15% of each type of EEE (e.g., decks, balconies, stairways) must be inspected to evaluate structural integrity and compliance with safety standards.

If damage is found, timelines for repairs depend on the severity:

  1. Immediate safety risks: Reports must be submitted to the property owner and local enforcement agency within 15 days. Immediate preventative actions are required.

Non-emergency issues: Owners must apply for permits for repairs within 120 days and complete repairs within 120 days of permit approval.

The time required for a deck and balcony inspection varies depending on the property size and the number of EEEs being inspected. While smaller properties may only take a few hours, larger buildings with numerous structures can take significantly longer. You don’t need to be present for the inspection, but access to all units, decks, and balconies is crucial. Property owners or managers should coordinate with tenants to ensure areas are accessible. Decks and balconies should be cleared of personal items to allow for a thorough inspection.

If issues are identified during the inspection, the course of action depends on the severity of the problem:

  • For significant risks requiring immediate attention, we’ll notify you and the local enforcement agency within 15 days of the inspection report.
  • If the issue is non-urgent, repairs must be scheduled within the legally mandated timelines (120 days to apply for permits and 120 days for completion after approval).

Less than 10% of inspections reveal major safety concerns, but early detection is key to minimizing repair costs and ensuring compliance.

The cost of a deck and balcony inspection starts at $1,600 for up to 10 EEEs. This includes a visual inspection and boroscope analysis of up to two structures. For properties with more than 10 EEEs, additional visual inspections are $75 per structure, and further borings inspections cost $350 each. Pricing is tailored to the property’s specific needs and scope of inspection.
